4.2.7 Pokemon Not Spawning support request

Ticket description:
pokemon are not spawning in the world anywhere and the only pokemon I can get is the starter, but I can't not send it out of the pokeball.

If this is on a server, make sure spawn-animals is set to true in your server.properties
