5.0 Pixelmon not spawning Nurse and Shopkeepers fix completed

Ticket description:
In my pixelmon server with a newly generated pixelmon 5.0 terrain there is no sign of the nurse and shop keepers in their respected pokemon center and pokemart but other npcs spawn in the village and run around like normal for me

5 villages later without nurse and shop keeper but now this one has 2 shop keepers but doesn't have a nurse... Is this something to do with my sponge?
