Mega Spawns and Shiny chance too high? not a bug

Ticket description:
While exploring an ocean biome in my pixelmon world, I encountered around 7 mega blastoise within close distance of each other and 4 of them were shiny.

Since starting the world, I've encountered 2 shiny Mega Charizard Xs (about 4 of that mega total), least 4 mega charizard ys (none shiny), least 5 mega Venusaur (again no shiny), and more than 10 mega blastoise with at least half of those as shiny.

Part of me is wondering if this is a bug in the spawn rate and shiny chance of mega boss pokemon. Cause shiny pokemon and boss pokemon are supposed to be a really rare encounters in the wild, yet 4 shiny mega blastoises spawned within like 5 ft of each other in the game (even got a screen shot of it if you want to see).

I'm a little confused as to whether or not this is a bug, so I figured it would be best to ask in case it is.

Ah I see

thanks for the reply, though why once each minute? that seems a bit too often when compared to previous Pixelmon versions where bosses were rare to encounter.

They were made more common on purpose. If you don't like this, change the config to lower the rate.
