Genderless Pokemon are not passing down compatible TMs to the offspring when breeding. I tested by breeding a Ditto with a Staryu that knows Scald, Thunderbolt, and Ice Beam, which are all compatible moves for Staryu, however, the egg produced did not know these moves when it was hatched. According to Bulbapedia (http://bulbapedia.bulbagarden.net/wiki/Pokemon_breeding), "If a genderless Pokémon breeds with Ditto, the resultant baby will inherit any compatible TM or HM moves that the genderless non-Ditto Pokémon parent knows."
