[5.1.1] Battle Rules Timer Can Mega Evolve fix completed for upcoming version

Ticket description:
If you have battle rules with a turn timer and one of your Poke's has a mega stone that can mega evolve, the AI for the timer will choose to mega evolve your Pokemon, even if you do not have a bracelet.
