[5.1.1] Pokeheal not restoring PP fix completed for upcoming version

Ticket description:
Basically, if your pokemon is out of their pokeball (sent out) and you do /pokeheal, they will be healed but their PP will not restore. Whereas if they are in the pokeball, both HP and PP will be healed.
