Spawn of Psyduck Not Working? will not fix

Ticket description:
I've updated to the newest SoP update as well as the new Pixelmon update. I have changed the spawn rates of legends like Latios/as, Deoxys, Jirachi, etc. My changes seem to not be in effect when I load the game.

if you change the rarity from -1 then they will spawn like normal Pixelmon
