[GTS 2.4.1] The main tax does not work. fix completed for upcoming version

Ticket description:
Config is set up as so.
# Control the taxing of GTS listings
Tax {
Enabled=true
Percentage=.1 ( I also tried 10)
It says it takes 0$ in taxes from you when enabled.
The tax of specific Pokemon works.
