can someone tell me what i can d o in the config to make them spawn every hour or half an hour?

There is no way to fine-tune a Legendary to always spawn exactly at a certain time interval. Because of the third check mention by MrM, Legendaries can frequently fail to spawn once legendarySpawnTicks has elapsed, even if legendarySpawnChance is set to 1.
