When I updated my server the world stopped generating random Npcs through out the world like it used to and as well when I was going through the Npc creator I could not make a shop keeper Npc either and when I made a move tutor it crashed my game.

Crash report?

Well when I say crash I mean that it kicks the t of the game when they try to make the shop keeper NPC

Yes, and there should be a crash log in either the client or the server log. Not much can be done without it.
