[7.0.5] Clear and Tidal Bells unreproducible

Ticket description:
On the server I play on we have had several players have issues with Tidal/Clear Bells.
Once ringing it will take multiple in game days before anything spawns from the bell, sometimes never spawning at all.

Another issue is that the bells are sometimes not breaking once the legend spawns. They continue to ring and eventually spawn another legend.

We have done a little testing and have figured a pattern out.

When placing two of the same bell beside each other, 1 seems to always ring the next day.
Only one of the bells will ring usually. However, around 1/5 seem to cause both to ring.
Not sure if this is helpful in any way but figured i'd post it here.

just tested this one on Single Player and Lugia spawned with no issues

This is still an active issue we're having. Everything stated previously is still occurring.

It sounds like this is still a problem, and it sounds similar to a problem that I ran into on my server last month but hadn't gotten around to processing a report.

I'm running 7.0.7 on the server but a player found that if there are two bells placed next to each other, one rings while the other doesn't. They can then break the second non-ringing bell and glitch the ringing one to ring indefinitely.

It's long but most of it is him just waiting until nightfall / over several days to see if it ends up spawning something, which it doesn't. If these are related and unsolved, hopefully it helps pinpoint the problem.
