I was always storing my TMs cause every time i use then i just receive the "Cant learn" response, after quite time trying i decided to check the wiki, changed to creative and tried a bunch of moves on my Blaziken, moves that the wiki here says that he can learn, but i cant teach him, cant teach TM to anyone; I tried with both recently catch pokemons and old ones and my Reuse TM is set to False.
I can actually fix that in this playtrough in the case of not being a bug ?

Issues with TMs depend on which move you are using on which pokemon. Pokemon transferrable to SwSh need a Galarian TM/TR from creative, ones returning with Isle of Armor have their TM list borked, and ones returning with Crown Tundra have not been updated yet and are using gen 7 movesets still which uses the old TMs, as do pokemon not transferrable to SwSh.

Blaziken returned with Crown Tundra, so it is still running the old TMs. We follow how a pokemon learns a move based on the latest game it is in, which does mean a lot of the TMs can't be used. Check Bulbapedia/Serebii and see which moves Blaziken can learn and how it learns it in UsUm. Since Blaxiken is using the USUM Moveset, it will only learn TMs in USUM.

I understand now TY, i was trying the most recent Gen, thats true for every other Gen 3 ? is there a way to know aside from the obvious like the galarian, what Gen TM the pokemon can learn ?

Every pokemon that isn't trnsferrable to SwSh (or returned with Crown Tundra for now) uses the UsUm moveset and TMs, as that's the last game every pokemon has been in.
