[8.1.2] Chat Hover when Battle ticket expired

Ticket description:
Hi guys, i was wondering if its possible to make the message with the Hover Component work when battle ?

But it doesnt seems work when we are in battle, idk if its a bug or intented, so i prefer to make a ticket to be sure

This is not a Pixelmon bug, however we will discuss and see if this can be fixed on Pixelmon side.
