[8.2.0] Max Guard is an attacking move fix completed for upcoming version

Ticket description:
I was in a battle with a boss Mega Banette. It used Phantom Force and the next turn, I attempted to Max Guard the resulting hit. However, the game stated that the move failed and my Pokemon was hit by the attack.

Is it not just that Phantom Force can break through protect moves? If so, it is normal and not a bug

I don't believe the issue is solely with Phantom Force, I haven't tested it myself but based on how the text reads the move is most likely programmed to make contact with the opposing pokemon, and moves like dig would likely yield the same result.
