Move Tutors Not Teaching Event Moves not a bug

Pokemon can't learn event moves from move tutors, like Heal Bell on Lickitung or Articuno

I considered it not a glitch or bug because in the actual Pokemon game, those pokemons only can learn the move "heal bell" from the special routes.
