[8.3.0] Power Band incorrectly labelled to increase Sp. Atk fix completed for upcoming version

Ticket description:
The Power Band is incorrectly labelled to increase Sp. Atk EV gain when it should say Sp. Defence.
The Power Lens increases Sp. Atk EV gain and is correctly labelled as such (both currently say the same thing).
