Thank you for reaching out to Pixelmon Bug Tracker Service.

I tested your list with Pixelmon 8.3.3.
Therefore, I found out that Hoopa doesn't revert to the Confined form after 3 in-game days.
As Pixelmon Wiki stated, "After three in-game days, Hoopa will revert to its Confined form."
This is considering as a bug, so I'm going to move this ticket to internal!

However, the #1. Hoopa's move Hyperspace Hole does not convert to Hyperspace Fury.
It's not a bug because the Hoopa's move Hyperspace Hole does not automatically convert to Hyperspace Fury. If the trainer wants to learn Hyperspace Fury, the trainer need to use Heart_Scale to remember the move when your Hoppa is unbound form!

Hoopa will also not revert once placed in a PC. This is intentional.

(also please don't mark tickets as security unless they contain exploits/sensitive information)

Edit: Needs further testing. Can you confirm Hoopa reverted back when the Pokemon was actually sent out?

I just finished testing number 2 again. Hoopa reverted to Confined form after three in-game days. However, it reverted when I was waiting an hour in real time zone. In addition, it didn't revert when I was using Minecraft command: /time add 72000.

My apologies that I gave wrong results of the problems.
(And I didn't realized until today that I marked the tickets as security)
