[9.0.11] Tower bells not having a visual effect when ringing pending

Ticket description:
Currently, when tower bells ring, it is only noticable by a sound. In earlier versions of Pixelmon, there would be a light coming out of the bell for those that aren't able to hear the sound. This light no longer appears sadly.
