[9.0.11] Air Balloon held item treats 'Substitute' health reduction as damaged received fix completed for upcoming version

Ticket description:
When a pokemon holding an 'Air Balloon' uses 'Substitute' while in battle, the Air Balloon item 'pops', mistaking Substitute's 25% HP reduction for damage received. The Air Balloon item is only supposed to pop when the holding pokemon receives damage from its opponent. Image
