[9.1.0] Dens Rapidly Changing fix completed

Ticket description:
I'm having a very strange bug where every den is rapidly changing pokemon. This occurred after one player on my server was using wishing pieces on dens in the ultra and then when they left they went to a jungle and it started happening. I've attached a link of video of it happening, along with the modlist of the server.

I found out why it happened. It was due to daylight cycle false and the time being set to 100, which im guessing is exactly the time the den refreshes

Hi there,

I can confirm that 100 ticks is the default time which dens refresh (though this can be edited in pixelmons raids.yml config file if desired). By setting the gamerule doDaylightCycle to false and then setting my time to 100, I was able to reproduce the behaviour you mentioned, with all raid dens refreshing rapidly.

I'll move this information over to our internal tracker to be resolved, thanks!
