I have the "use-recent-level-moves" condition set to true in the config.

Twice I have caught a pokemon with moves beyond what they are able to learn at the time.

First was a Mudbray at level 10 which has the moveset:
- Stomp
- Strength
- Counter
- High Horsepower

Second was a Galarian Slowpoke at level 16 with:
- Amnesia
- Surf
- Slack off
- Psychic


Ive recently turned use-recent-level-moves back to false to see if that makes a change. Unable to confirm any difference yet.

It looks like the pool its pulling from is whatever the current level is +20.

lvl 15 regular slowpoke:
- disable
- water pulse (18)
- zen headbutt (24)
- amnesia (27)

use-recent-level-moves: true

lvl 20 foongus:
- synthesis
- clear smog
- sweet scent
- giga drain (28)

lvl 10 snubbull:
- tail whip
- thunderfang (not in leveling pool)
- bite
- lick

I'm currently running the server as a systemd on a ubuntu VM on dedicated hardware.

lvl 13 galaran zigzagoon (first instance of pokemon missing moves?):
- tackle
- leer

(what the rule is set to seems to be irrelevant on behavior)
