I tend to do all of my stages first and then go back and describe what's happening and what the player should be doing in a quest. One of the most frustrating things when making a quest is the objective/descriptions because it's out of order when you have multiple stages.

Would be nice to be like:
Quest Name
Quest Complete Description
Stage 10 Description
Stage 10 Objective 1
Stage 10 Objective 1 Element 1
Stage 10 Objective 1 Element 2
Stage 20 Description
Stage 20 Objective 1
Stage 20 Objective 1 Element 1
Stage 20 Objective 1 Element 2
Stage 20 Objective 2
etc etc
