Cyndaquil is based on an Echidna, and you have to admit, their skeletons are similar.

Now look at the legs: they bend in the same way as Cyndaquil and have the same feet as well. Notice they go forwards from the hip, then back, like a knee, so the leg would bulge with muscles forwards and then slim down into a calf just before the feet.
