Ok, so basically all parts that will move together should share a rotation point. The body (and all parts that won't move separately from the body) should have a rotation point (the blue ball, adjusted by the Position values) at the center of the body. You then use the Offsets values to move the parts where they should be. Now, make it so that the right fin (and all parts included in it) has its rotation point moved to where the fin connects to the body (the fin will then rotate around this point). Now do the same for the left fin. Place its rotation point where it connects to the body, and then use the Offsets values to move each part back to where it should be. Repeat this for every other group of parts that will move separately.
So to review, all parts that are grouped together (meaning they'll move together) should share a rotation point (the blue ball) at the point they will be rotating around (typically where they connect with the body). The body (and all parts that won't move separately) should have a rotation point at the center of the body. After you've moved the blue balls to where they need to be, use the Offsets values (directly under Position on the left) to get the parts back to where they were.
