Yeah, it definitely looks like the bell part should be a little bit taller.

The eyes should be pointing straight ahead, the smile should be a frown (according the official artwork), and the lines on his head should connect. Considering those are all texture things, it could be because of the distortion you speak of.

As for the model itself, like others say, the bell should be longer.
