Let me introduce myself, I am Kitty or Mai. You can call me either, I don't care which. I've started a server with Legend and we aren't that big and, yes we still are in development, but that doesn't mean that we aren't welcoming people. Quite frankly we are still looking for Gym Leaders as well as Elite 4 positions. On my server we do nothing but try and make you feel welcomed and happy. We do the best we can to make sure if something goes wrong, we fix it as soon as possible.

We do allow people to build their own towns, the only thing is, you can't make the Pokemon Center, it's mostly so we can tie each town together and so others know what the Pokemon Center is. Same goes with the PokeMart, sorry. Though we are looking for builders as well, so check out the server's site. http://kittysawesomepixelmon.enjin.com/home We are welcoming and hoping you will join.
