Why not add in a set of islands that rarely spawn in the ocean that feature nice buildings to house the shrines, a tower for a rayquaza and a tower for ho-oh plus maybe a couple caves for kyrogre and groudon?

The only ones that really should be found in the wild are mew and the three dogs that are currently in the mod at least.
