Since neither Pokemon is in the mod to allow Bellsprout and Drifloon to inherit Weather Ball, and given that the lack of Weather Ball severely hampers Victreebel's viability (in the cartridge games, Weather Ball is the main reason you'd use Victreebel over Venusaur), I propose that we allow the Bellsprout and Drifloon families to learn Weather Ball through move tutor.
