Not really. Considering
A) The reason you get stopped in any game where you try to enter the grass without pokemon is "Its dangerous to go out without a pokemon, you might be attacked and not be able to defend yourself"
and
B) The games force you to magically appear at a healing location (mainly poke centers) when your party is wiped. Meaning it doesnt give the possibility of wandering with no pokemon and sometimes even sends you multiple towns back without explanation of how you got there or even why you would go back 2-3 towns when there is a perfectly good PC in the last city you were in.
So in both the game and anime pokemon will attack people, weather out of anger, fear, or just innate survival instincts.
Meaning the games contradict themselves because, if having no pokemon makes it to dangerous to roam around in tall grass, how would you trek back multiple towns without any usable pokemon to get them healed? And if someone wants to argue that pokemon dont attack people, then why is everyone telling you that you need pokemon with you out in the wild? If its to dangerous to go alone, that means its dangerous to not have pokemon, and if thats the case it cant be safe enough to go back multiple towns with a full fainted party (hell even making it back to the last town can be pretty bad depending on how deep/far into the wilderness you are). And if its safe enough to travel back to other towns with no pokemon then the need for pokemon as a means of protection isnt necessary.
