Pixelmon Mod

After talking with someone on a server about how hard it was to catch up to a shiny pokemon underwater to catch it, i thought that what could be useful would be a move skill that let's you move faster underwater.
It could possibly be used by pokemon with the ability swift swim or pokemon with the move aqua jet.
