In the pokemon games Ultra Sun and Ultra Moon when flying through ultra space there are different types of wormholes that you can find that have different pokemon inside them, one type of these wormholes are "legendary wormholes" that are pretty rare but once found if gone into have a guaranteed legendary inside of them. I think this would be a cool feature because it would make it easier for some players to get legendaries that they would otherwise not have.

In Pixelmon we opted to have Ultra Space as a separate dimension. That means mechanics such as different wormholes for different Ultra Beasts and set encounters don't apply, but are shuffled over to spawns in different biomes in Ultra Space. Same thing is the case with Legendaries. They do spawn normally in Ultra Space, so any wormhole is as much an Ultra Beast wormhole as it is a Legendary one.
Our intention is to revamp Legendary spawning over time and give every one its own mechanic/mini quest eventually, but these things take time - so in the mean time we have them spawning randomly, just to make them obtainable at all.
