This would resemble the lore of sword and shield, in which power spots are what allow pokemon to dynamax, so gyms are built on them, except for Spikemuth, which as a result you can not dynamax there. These blocks could be found under gym structures or probably crafted to allow dynamaxing in gyms and player made stadiums. Making dynamaxing tied to power spots would also prevent players from cheesing every wild battle by dynamaxing every battle.
