Celebi and Dialga canonically possess time travel ability.
(Quest needs to be called "TiMe Travel")
Held items (Consumable) "Fragment of Time 01" that give the External move "Temporal Rift" to Celebi and Dialga could allow you to enter a dimension that has the characteristics which allow TM to behave like previous generations would.
You can lock those items behind quests or exploration.
An NPC that has access to all the TiMe Travel quests which become available depending on your progress through the pokedex. A scientist or professor perhaps. If you have completed the dex of a certain generation maybe that unlocks its moves. The NPC needs to be available from villages in their own little house structure thing not a wild spawn because that would be silly. The house structure or lab or whatever can spawn in the wild and contain the NPC if you like.
Inside the dimension can be a tiny village where you can purchase the forgotten TM or use the ones you already have with you.
(The dimension could be a large grid of locations that are cut off from each other so being put into them via Temporal Rift would be specifc to the quest item that Celebi or Dialga would have)
You could have to fight a gym specific to the quest from the genration your move originates.
(complete with the badge also specific to the generation)
