Could we get a feature for the 1.16 where we can give trainers custom music? and change the wild battle theme? with youtube url's or via files in the mod folder?

so we could actually rebuild pokemon regions and use their sound tracks like Cynthias Theme for the champion

I agree. In certain cases, server owner or adventure map creators do want npc trainers play their unique music. Players would be absorbed if they could hear the champion battle music while battling with Red or Green, after all.
