So as we all know, waiting for a legendary to spawn SUCKS. Not only is the next chosen time for a spawn check completely random, it isn't even a guarantee something will spawn, which means you have to wait yet another 15-30 minutes.
SO, instead of being forced to only do that, what if there was a one-time use item to instantly spawn a legendary right then and there?
Like the azure flute and the red chains, it could either be randomly dropped either from a boss or a raid, crafted by the player using some hard to obtain materials, or maybe a special NPC could make them for you.
Of course, it would have to be a later game item like the other legendary spawn equipment, but that would make it fair to force spawn something so you don't have to deal with the rng.
How it could work is that once used, it acts just like a regular spawn check, EXCEPT it force pulls from the exact biome your in and spawns whatever it grabs within a short distance. Even if that short distance includes a different biome, it will always get something from the exact area you're in.
Ideas for what exactly this thing could be is a playable flute like thing like the azure and eon flutes, or maybe it could be a technology based block to use "artificial" means to "attract" the legendary to you. I dunno.
