#212345 People are able to cheese the progression of the game by getting high level pokemon near the start of the game. For example, throwing pokeballs at level 40 pokemon outside or during the first turn of battle has a non zero chance of catching them. This is especially problematic if exp gain is reduced to 0.5x to purposely slow down gameplay.

Proposed Fix:
Always fail a catch if pokemon is above 70% hp and x levels above the highest/average level of the team. (Excluding master balls)
Have this as a toggle in the main config e.g: prevent-higher-level-catching
