Are you going to run an up-to-date server (4.0.7) or 3.4.0?
Are you looking to run an adventure or survival server?
If survival, what will the settings for Difficulty/Hunger/KeepInv/Nether/etc.?
Have you had previous experience in running a server before?
If so, what server and what kind of server?
If so, is it still running, and if not why?
Do you have experience with basic plugins?
Are you familiar with Forge/Sponge?
Are you experienced with the Pixelmon mod?
Are you willing to keep up on the maintenance required to run a server?
What about this server will stand out when compared to others?

What style of builds are you looking for in a builder?
What overall 'theme' or feeling are you looking to create?
What do you look for in a staff member?
What do you feel you need your staff to assist you with?

This should help give a feeling of what your server is about and what you're looking for in your staff. Best of luck to you!
