I would like permission to put pixelmon in a modpack for my server. Some of my friends are too lazy to go mod hunting. We have 5 mods Carpenters Blocks, Chisel, Auto Utilities, Pixelmon, and Bibliocraft.

no, you cannot make a modpack with Pixelmon in it, see the Pixelmon Terms of Service here for more detail
