I just saw while browsing this forum there is a all shiny server, and ive been wanting to increase the shiny rate a little, i did have bosses spawn all the time once upon a time, and i was wondering if it is not against the TOS, what exact code changes the rate? last time i looked into it, i was guessing Srare was it, but had no idea where to change the number.

If you want to change the the shiny rate, or change where pokemon spawn, you will be needing to edit the database. However, you have to do it yourself, since sharing the database isn't allowed.
