When I download pixelmon 3.1.4 and put it for the recommended forge version it wasn't in the mods menu when i opened up the game.

Then you should have did something wrong. By right, if the pixelmon isn't compatible with your forge, you wouldn't even be able to launch your Minecraft. It would crash.

First make sure that Pixelmon 3.1.4 is in the mods folder. If so, check its size. If it's well under 200MB, the download may have been corrupted and you should try downloading it again.
