It's very annoying for people with minimaps to find pokemon and then find out
they have to dig down in order to find them, i think (not counting water pokemon)
1 in 5 pokemon on my server spawn below ground.

Set max number of underground pokemon in world at one time, setting that to 0 should sort it.
