So is it possible for me to make my own model and at it to my client version of the mod? For example if I were to go make models for Lugia and Tyranitar (my favourite pokemon) could I add them to my game easily and have them behave normally? If so how can I do this? If it's not easy how can I do it?

It's not just modelling and textures. There's tons of coding required for its moves as an example. This would require you to have the API of the mod as well, which only goes to developers.
