Okay, I've gotten Pokemon spawning with Spawn of Psyduck/Biomes O'Plenty thanks to this topic, but I'm still having problems with PokeCenters not generating in the new biomes. Using /struc either gets me a shrine sort of structure, or a message stating something along the line of "no structures have been defined for this biome." My question is, is there a way to alter what structures are allowed to spawn in the custom biomes so that Pokecenters and shrines can generate automatically?

Is this even possible? I'd like to be able to use Biomes O'Plenty, but the lack of Pokecenters makes it somewhat difficult.

I can't guarantee that it will work, but you could try modifying the .data files found by unzipping the mod and navigating to com/pixelmonmod/pixelmon/structure/standAlone.
