I'm well aware that Swampert is physical-based, but with a suboptimal nature and a lack of proper EV training, the gap is much smaller and Ice Beam starts having uses.

Along with the above that I stated before, Swampert's 85 Special Attack is not atrocious. On the other hand, Gengar's 65 Attack and Alakazam's 50 Attack are both completely unusable. Along with this, Gengar and Alakazam also have even higher Special Attack stats than Swampert's Attack stat, making the physical/special attack gap much wider even without EV investment.

Ice Beam itself is also much more justifiable due to the relatively large number of relevant Pokémon that are 4x weak to it.
