I would assume it's for the oncoming feature of external/terrain altering moves. But I'm not at all familiar with stuff like that. Just going by the name

it does nothing in 3.4.0 but as dyinghere said it's for the external move feature that Mr.M is working on, the lang will be updated so it says "Activate External Move" or something before the functionality is added
