there are 3 parts to adding legendaries to the mod: model(s), animations and then an appropriate way of obtaining them, although atm most of them are spawning naturally. All of these things take time to do and people to do them, currently there aren't enough people making animations (3 people) so that is why recently only a few Pokemon are being added at a time
