I cannot for the life of me figure out how to stop spawning the of and removing town npcs. Is it possible or do I need to stop town spawning altogether?

The upcoming version has way more control over npcs in general. Hopefully you'll be able to get all the control you need. If you still have issues in the beta build then let us know before the beta ends and we'll do what we can to get you the needed control
