Download Minecraft if you need to (https://minecraft.net/en/download/?ref=m) OR download the pixelmon launcher
(http://pixelmonmod.com/downloads.php) very top of the page is Pixelmon Launcher for Windows (Beta). If you're not using the Launcher then follow this:

http://files.minecraftforge.net/ download the version you are looking for (same as the Minecraft version) and install it using the installer and run Minecraft using the forge profile. Next download the version of pixelmon you need for the Minecraft version (http://pixelmonmod.com/downloads.php) and drag and drop it into the mods part of your .minecraft located in %appdata% and finally run it!

Obviously if you used the pixelmon launcher you just create a profile and it does it for you. Hope this helped!
