Can't use the fire stone on Eevee or Vulpix

Can't use the fire stone on Eevee or Vulpix

Yesterday i tried to use the fire stone & nothing is happening.
right click, left click, shift + right click, Shift + left click, tried almost every combination.

I am not sure is bug, did i do something wrong or certain condition have to be made.
I google a lot but nothing come up. If anyone can guide me will be much appreciated.
