You need to edit the file correctly. What did you change in the file? What is the crash that occurs?

we have also tried to omit the setting by setting it blank but that also doesnt work

- 05 Feb 2017 11:05 #194236 After messing with the file more we now have everything set to 1 so its a lower spawn, but we are still able to use the wand, still get force kicked if its set to 0 then we try to make a npc.
